Applying for Utilities Service:

Applications must be submitted with appropriate identification.

  • A deposit for Water/Sewer accounts will be determined by a delinquency check.

  • ​We will NEED a digital color copy of the Identification (Driver's License or other legal ID) for the person(s) to be on the account.

  • Email the above Identification (most people are taking a picture of their ID) and Form to the following email. Please include the word "Form" in the subject line.

  • When we receive your email we will call you to get the deposit.
    The deposit will be either $100 or $200 

    We verify all emails sent with either a phone call or a return email. If you DO NOT get a response within 24 hours, please resend and/or call us at 417-742-3033.

Trash and Recycling

As of January 1, 2024 The City of Willard no longer offers trash.
You will need to contact a trash service provider for trash rates.

Ways to pay my bill

The City of Willard has several ways you may pay your water/sewer bill.

​1. In office -Cash, Checks/Money Orders, and Credit/debit Cards.
2. Website - Credit/debit cards - you may set up a one time or reoccurring payments
3. Drop Box - Cash, Checks/Money Orders
4. ACH - Please fill out the form below. Attach a Voided Check and return to City Hall. (ACH is check only at this time)

Please be aware there is a 6.6% fee on all credit/debit card transactions both in office and on website.

Credit & Debit Card Payment Fees

February of 2025: The processing company that handles The City of Willard's credit and debit card transactions has raised the fees it charge from 3% to 6.6%. As a result, the Board of Aldermen has adjusted the City's credit and debit card processing fees accordingly.

This affects online, phone, and in-person card payments. To avoid paying these additional fees you may pay:

In person by Cash, check or money order
or by Automatic Bank Draft.

If you have any questions or need help setting up an alternative payment method, please contact City Hall.

Attention Phone Scam: 
If you receive a phone call from the City of Willard, and are unsure of the individual calling, please Do Not give them any information over the phone.
