Streetlight vs. Private Light: How to Identify and Report Outages

The City of Willard is committed to helping residents report streetlight outages quickly and efficiently. To assist with this, it’s important to know whether an issue involves a Liberty Utilities streetlight or a private/security light. Here’s how you can tell:

Identifying a Streetlight vs. Private Light:

1. Streetlights:

  • Typically positioned along roadways to provide public lighting.

  • Marked with stickers on the light fixture: Look for stickers labeled S1 or S2 (the "S" stands for "Street"). Not seeing a sticker does not necessarily mean it is not considered a streetlight however. As Liberty updates lights to LED they told us they have been placing stickers on those lights, so some streetlights may not be stickered just yet.

  • These are maintained by Liberty Utilities, and should be worked on after receiving a report of an outage from the city.

2. Private/Security Lights:

  • Found on private property, such as driveways, backyards, or parking lots.

  • Marked with stickers labeled P1, P2, or most commonly P5 (the "P" stands for "Private"). Not seeing a sticker does not necessarily mean it is not a private light however. As Liberty updates lights to LED they told us they have been placing stickers on those lights, so some private lights may not be stickered just yet.

  • If you report that a private light is out, this will not result in our report being acted upon. Private lights are Installed upon customer request and are not maintained by Liberty Utilities as part of public services.

How to Report a Streetlight Outage:

If you identify that a streetlight is out, we prefer you report that online to ensure we can receive your report promptly and ensure it is tracked effectively:

  1. Visit the City of Willard’s website and complete the Report a Problem Form; https://www.cityofwillard.org/o/cw/page/report-a-problem .

  2. Submit the form, and within two working days, the City will forward the information to Liberty Utilities unless we have already reported it.

  3. Liberty Utilities has told us that upon notification, they will create a work order and arrange for their local personnel to repair the light.

  4. The City cannot provide scheduling information for Liberty Electric, nor do they inform us when the light will be restored. Using the information reported, we will monitor the outage and follow up with Liberty Utilities until the light is back on again.
